Metro has a plan to make streets and sidewalks more convenient for everyone. Alameda Street Mobility aims to close a key active transportation gap over US-101 between Arcadia Street and Commercial Street. The goal is to create a safer, more balanced connection for people walking, biking and rolling across the freeway near Union Station.
 
This study explores:
  • Improve active transportation connections between Union Station and nearby communities, including the Little Tokyo/Arts District Station.
  • Create an accessible and comfortable Alameda Street connection for all users.
  • Support safe and efficient travel near the El Monte Busway and US-101 ramps.
  • Enhance mobility and safety for both local and regional travel.
  • Improve access to transit and future multimodal options.
Metro, in coordination with Caltrans, is developing a Project Study Report (PSR) to evaluate potential design alternatives for further study.

Why is this project needed?

The freeway overcrossing currently prioritizes vehicles and presents challenges for safe, convenient access by foot or bicycle. The project seeks to transform Alameda Street into a corridor that works better for all travelers and better connects destinations like Union Station, El Pueblo and Little Tokyo.

How does this project expand the Alameda Esplanade?
The Alameda Street Mobility Project will close the remaining gap in the Alameda Esplanade by improving the segment of Alameda Street that crosses over US-101, between Arcadia Street and Commercial Street.
 
To the south, the Eastside Access Improvement Project is creating pedestrian and bicycle upgrades near the Little Tokyo/Arts District Station.
 
To the north, the Union Station Forecourt & Esplanade will provide similar improvements along the Union Station frontage.
 
Together, these projects aim to create a continuous and accessible active transportation corridor through Downtown LA—connecting key neighborhoods and major regional transit hubs.
What is a Project Study Report (PSR)?

A PSR is an early planning document that evaluates current conditions and explores possible design alternatives. It helps determine the feasibility of different approaches and lays the groundwork for future environmental review and project development.

How does this project support transit and multi-modal travel?

Union Station is a key hub for regional transit, including bus, rail, and planned future services. By enhancing pedestrian and bicycle access, the project will improve first/last mile connections and support safer, more comfortable multimodal travel across Downtown LA.

What types of alternatives are being considered?

Metro and Caltrans are reviewing multiple concepts, including sidewalk widening, ramp closures, one-way street conversions, and a potential freeway “cap” to create open space and reconnect the esplanade. These concepts are still under evaluation and may evolve based on technical studies and public input.
