Overview
Metro supports the implementation of Complete Streets in Los Angeles County by providing cities with policy guidance, technical assistance, and trainings. Taken together, Metro’s goal is to support the development of an integrated multimodal transportation network that makes it easier for folks to walk, roll, bike and take transit.
Definition
Complete Streets is both a process and an outcome for planning, designing, building, operating, and maintaining streets to provide safe access and travel for users of all ages and abilities.
Metro’s Role
Street design that provides safe roadway access to all modes and all users is essential to Metro’s success in bringing world-class transportation to its customers in Los Angeles County. Metro is committed to efficiently moving its customers by improving connectivity, reliability, and the overall customer experience of its riders.
Complete Streets Trainings Series
As part of Metro’s commitment to advancing Complete Streets, Metro offers technical assistance and guidance via Complete Streets Trainings. The training series is intended to:
- Educate participants in the benefits of providing for safe access and mobility for all road users
- Provide instruction in complete streets considerations, policies and practices in street design, and implementation
- Share best practices in effective communications, engagement and consensus building to advance complete streets
- Educate public agencies on the Metro 2014 Complete Streets policy as well as how local municipalities can come into compliance with the policy, specifically Metro Complete Streets policy 6.2, to maintain eligibility for certain Metro discretionary grant programs and technical assistance.
The trainings comprise four distinct modules:
- Module 1: Introduction to Complete Streets
Tuesday, March 24th, 2026
This training introduces the foundational concept of a Complete Streets approach, including key elements, benefits, and best practices. Participants will learn how to apply street design and public space concepts alongside transportation planning principles to support the development and implementation of projects and policies to improve the LA County multimodal network.
- Module 2: Street Safety
Tuesday, June 2nd, 2026
This training focuses on the role of Complete Streets in enhancing street safety. Participants will review current safety trends, develop an understanding of the Safe Systems Approach, and learn how to identify crash factors, assess collision risks across road networks, and evaluate countermeasures to improve safe travel and access for all road users.
- Module 3: Communications & Messaging
Tuesday, September 15th, 2026
This training covers best practices for effectively communicating and messaging about Complete Streets. Participants will learn how to develop communication strategies that incorporate verbal, written, and visual messaging, with a focus on tailoring messages to specific audiences, storytelling, issue framing, anticipating counterarguments, persuasion, and using data and metrics to build support.
- Module 4: Corridor & Intersection Design
Tuesday, November 17th, 2026
This training offers an in-depth exploration of corridor and Intersection design using Complete Streets tools and techniques. Participants will learn both preliminary and advanced design strategies, review relevant guidelines and standards, and examine cost considerations. The training features collaborative, hands-on problem solving with real-world case studies provided by local agencies, giving participants a practical framework for planning and implementing Complete Streets projects. It also fosters peer-to-peer learning and networking among participants and facilitators.
Each module is hosted virtually, with the exception of Corridor & Intersection Design, which is in person. The in-person course is intended to give participants a deeper dive into complete streets planning and design and also the opportunity to work through design challenges in a charrette style format.

Complete Streets Policy (2014)
Metro’s Complete Street Policy was adopted in 2014 by Metro’s board to advance state, regional and local efforts to create a more “complete” and integrated transportation network that serves all users and supports environmental sustainability. The policy is representative of Metro’s commitment to improving mobility in the region and ensuring that streets serve all users.
