Metro, in partnership with Caltrans, is evaluating safety and mobility improvements along a 36-mile stretch of SR-14 between Newhall Avenue in Santa Clarita and Avenue P in Palmdale. This major corridor connects Los Angeles to the Antelope Valley and is critical for commuters and freight movement.
Early concepts under study include ramp improvements, new auxiliary lanes, and strategies to reduce congestion and improve access.
 
The project is currently in the environmental review phase, which involves technical studies and public input. Funding is provided in part by Measure M.

What is PA/ED?
PA/ED stands for Project Approval and Environmental Document, which is a formal phase in the project development process used by transportation agencies like Caltrans and Metro.
In this phase, agencies:
  • Define the project scope and alternatives
  • Conduct environmental studies (per CEQA and/or NEPA requirements)
  • Engage the public and gather input
  • Prepare and share environmental documents (like an Environmental Impact Report or EIR)
  • Select a preferred alternative
  • Obtain environmental clearance
This phase concludes with the selection of a preferred alternative and environmental clearance—allowing the project to advance to final design and construction. 
What is the purpose of this project?

The SR-14 Safety & Mobility Improvements Project aims to reduce traffic congestion, improve safety and support goods movement along a critical 36-mile corridor between Santa Clarita and Palmdale. The corridor is vital for North LA County communities and regional travel.

What types of improvements are being considered?

Early concepts under consideration include ramp upgrades, auxiliary lanes, interchange modifications and other strategies that improve traffic flow, reduce collisions and accommodate future demand on SR-14.

How will communities be affected?

The project aims to improve daily commutes, reduce delays and enhance safety for drivers in Santa Clarita, Palmdale and neighboring communities. As planning progresses, Metro will work with local partners and residents to minimize construction impacts and maximize benefits.

How is this project funded?

The project is funded in part by Measure M, a local sales tax measure approved by LA County voters to improve transportation. Additional funding sources may include state and federal transportation programs.
