Metro Active Transport, Transit and First/Last Mile Program
Overview
Measure M established the Metro Active Transport, Transit and First/Last Mile (MAT) Program, which, over the course of 40 years, is anticipated to fund more than $857 million (in 2015 dollars) in active transportation infrastructure projects throughout the region. This is a competitive discretionary program available to municipalities in Los Angeles (LA) County and will fund projects to improve and grow the active transportation network and expand the reach of transit.
The Active Transportation Strategic Plan and Equity Platform Framework are the core policies shaping the program. Projects will be funded based on need, with priorities established using a variety of data, such as socio-economic factors, safety for active mode users, health and existing conditions of physical infrastructure for active modes. The Metro Board of Directors approved $63.1 million in funding for Cycle 1 projects in January 2021, an additional $6.4 million in additional funding to those projects in April 2025, and approved $85.5 million in funding for Cycle 2 projects in September 2025.
MAT Cycles
MAT Cycle 1
On February 18, 2020, Metro released its Program Solicitation for MAT Program Cycle 1. Cycle 1 committed $63.1 million, divided into two separate project categories: First/Last Mile projects and Active Transportation Corridors. Locations eligible for Cycle 1 funding were identified using screening and prioritization criteria that took into account equity, safety, and mobility/connectivity factors. Any interested, eligible jurisdictions were asked to submit a Letter of Interest for candidate projects by April 2020. The selected projects include five Active Transportation Corridor projects and eleven First/Last Mile projects. The funded projects are currently completed or in the planning, design, and/or construction phases.
MAT Cycle 2
On February 6, 2025, Metro released the Program Solicitation for Cycle 2 of the MAT Program. Project applicants submitted Letters of Interest (LOI) for potential projects in April 2025. We are pleased to announce that the proposed project selection recommendations are now available. The Metro Board of Directors approved project recommendations at the Planning and Programming Committee and the Regular Board Meeting in September 2025.
