The Active Transportation Strategic Plan (Plan) is Metro's county-wide effort to identify strategies to increase walking, bicycling and transit use in Los Angeles County. The Plan’s policy and infrastructure recommendations will require collaboration between Metro, local and regional agencies, and other stakeholders to ensure implementation. The Plan will focus on improving first and last mile access to transit and propose a regional network of active transportation facilities, including shared-use paths and on-street bikeways, and develop a funding strategy to get them built.
The Active Transportation Strategic Plan was adopted by the Metro Board of Directors on May 26, 2016. The full report can be accessed at the web links below (all files Dropbox downloads).

The Plan builds on local and subregional planning efforts. It also serves to update Metro’s 2006 Bicycle Transportation Strategic Plan and to support implementation of Metro’s Complete Streets Policy and Countywide Sustainability Planning Policy . This effort expands on the transit access framework of the First Last Mile Strategic Plan , and includes rail stations, bus rapid transit stops, and other major bus stops throughout the County. Project-level improvements applicable to more than 650 locations will be developed using station access case studies that apply to each type of location in the system. The Plan will identify projects that promote connectivity between jurisdictions, overcome barriers such as freeways and utility corridors, and close gaps in the regional bikeway network. The Plan will also serve as Metro’s overall strategy for funding and implementing active transportation facilities and programs, seek to maximize the benefits of our region’s transportation investments, and identify opportunities for supporting local and regional partners to get these projects and programs implemented.
Thank you to all the stakeholders who participated in the development of the Active Transportation Strategic Plan (ATSP) and provided input and feedback on the plan.
During the development of ATSP, the project team engaged and solicited feedback from various Metro departments, as well as agency partners, including the Metro Technical Advisory Committee and its Subcommittees; sub-regional Councils of Governments (COGs); state, regional, and local governments; nonprofit and community groups; and other stakeholders. Outreach to inform the ATSP consisted of the formation of a project Technical Advisory Committee, presentations to various stakeholder groups, three rounds of stakeholder workshops throughout the county, online surveys, and social media activities.
