Metro System
Metro operates one of the largest public transit systems in the United States, serving Los Angeles County, the most populous county in the nation with over 10 million residents.
Our integrated network of buses and trains connects 88 cities and over 200 neighborhoods, providing essential transportation services across more than 4,000 square miles.
Metro Ridership
Riding transit is much safer than driving. Fewer car crashes happen when more people take buses and trains. Better transit makes the streets safer for everyone, even drivers.
Ridership
Ridership
Ridership Context: Despite federal law enforcement activities that interrupted a 30-month streak of year-over-year ridership increases, annual systemwide boardings remain strong.
Respecting Riders
Fare enforcement is essential for public transit systems to ensure financial sustainability, promote fairness among riders, and maintain the quality and reliability of services.
Trespassing Arrests per 1 Million Boardings
Per Million Boardings
This means the number of incidents for every one million passenger boardings. It helps standardize comparisons across systems with different ridership levels.
Trespassing
Enforcement Context: Increased patrols combined with initiatives like TAP-to-Exit led to more active monitoring and enforcement, which naturally caused a rise in reported incidents May through October 2024. The number of incidents then declined as fare compliance increased.
- Sep 2024, TAP-to-Exit Program Expands to Downtown Santa Monica Station
- Nov 2024, TAP-to-Exit Program at APU/Citrus & Downtown Long Beach Station
- Mar 2025, Taller Faregates Installed at Firestone and Lake Stations
- Apr 2025, TAP-to-Exit Program at North Hollywood and Union Stations Paused
- Jul 2025, Taller Faregates Installed at Wilshire/Vermont, Vermont/Santa Monica, Hollywood/Western, North Hollywood
- Nov 2025, TAP-to-Exit Program at North Hollywood and Union Stations Restarted
December 2025 Enforcement
Metro has increased fare compliance through education, technology improvements such as introducing taller fare gates and implementing TAP-to-Exit and enforcement actions such as removals and citations.

Protecting Riders
Our law enforcement partners work to enforce the laws that help create a secure and welcoming transit environment for everyone. Metro’s care-based approach requires our partners engage with passengers, offer assistance, de-escalate situations whenever possible, and when necessary, make arrests.
Arrests per 1 Million Boardings
Per Million Boardings
This means the number of times incidents for every one million passengers boardings. It helps standardize comparisons across systems with different ridership levels.
Arrests
Arrests Context: Beginning in May 2024, law enforcement increased its visible presence on the system, focusing their efforts on removing trespassers and enforcing narcotics, weapons, and outstanding warrants. The surge successfully minimized the typical summer peaks of violent crime.
- May 2024, Public Safety Surge & TAP-to-Exit Pilot at North Hollywood Station
- Apr 2025, Enhanced Deployment by LAPD, MTS, and Contract Security
- Nov 2025, LAPD's Holiday Surge
- Dec 2025, LAPD's Holiday Surge (continued)
Crimes Against Persons, Property and Society
According to standardized law enforcement definitions, crimes are categorized by those that harm individual people (like assault), those that damage or steal property (like theft), and those that disrupt the well-being of society as a whole (drug use, trespassing or vandalism). These categories help law enforcement compare and understand trends across time and different localities.
