Low-Income Fare is Easy (LIFE)

The Low-Income Fare is Easy (LIFE) program provides transportation assistance to low-income individuals in Los Angeles County. LIFE offers fare subsidies that may be applied toward the purchase of passes on Metro or any LIFE participating transit agencies OR a free regional ride option. Once enrolled, LIFE benefits can be loaded onto your TAP card at any participating vendor. In addition, if you are a Reduce fare TAP cardholder, you may also be eligible for additional savings with LIFE.

Step 1: Find out if you are eligible

All riders, senior/disabled, K-12 grade students and full-time College/Vocational students are eligible if their incomes fall within these limits.

Applicants must be 18 years or older to be enrolled as a dependent.


Step 2: Fill out the application and gather your documents

Fill out the application in English or Spanish . Once completed, save, print, and sign. (please add hotlines to the 2 applications)

  • If you are going to email your application, attach a picture file of required documents.
  • If you are going to mail your application, submit a copy of required documents.
  • Be sure to gather your required legal documents:
    • 1. Government-issued picture ID
    • 2. Proof of income (check stub, Medi-Cal, EBT, Social Security award or Tax return.)
    • 3. Any valid regular (blue) or reduced fare (orange) TAP card.

Step 3: Submit your application

Once the application is filled out, email or mail the completed application and copies of your documents to FAME or IILA

Contact FAME if you live in: Antelope Valley, Central Los Angeles, San Fernando Valley, Santa Clarita Valley, South Bay or Westside Cities. Contact IILA if you live in: Gateway Cities or San Gabriel Valley.

Step 4: Load your LIFE discounts

  • Once your enrollment has been confirmed, you’re ready to buy a pass with the LIFE discount.
  • Buy a pass with the LIFE discount for the 20 free regional rides:
    • Visit your local TAP vendor .
    • Call 866.TAPTOGO
    • Visit taptogo.net

Step 5: Now you’re ready to ride!

You are now ready to ride on any of the LIFE participating transit systems.


To buy passes, load LIFE subsidies on your TAP card by:

  • Visiting any TAP vendor.
  • Purchase online at taptogo.net
  • Purchase by phone at 866.TAPTOGO (866.827.8646)

Use your LIFE subsidies towards the purchase of a Metro 7-Day, 30-Day Pass or a 20-Regional Ride option valid on any one of the participating transit agencies.

Individuals under the age of 18 whose parents qualify are automatically eligible to receive LIFE subsidies.

Individuals who receive transportation subsidies from the city/county schools, employers or are ACCESS or U-Pass card holders are not eligible to participate in the LIFE program.

Q: Do I have to enroll in person under the current COVID-19 orders?

A: No, please contact your administrator to begin the enrollment process. Find your administrator here .

Q: How long does it take for the LIFE subsidy to be activated after I have enrolled?

A: The LIFE database takes 24 hours after you have enrolled to activate the discount in the system.

Q: How can I find the nearest TAP vendor?

A: You can look up local TAP vendors using your zip code or city at taptogo.net or by calling 1.866.827.8646.

Q: What are the pass options each month and when do they become available?

A: You can load one of the following LIFE options any time during the month (you may load a different option each month):

Q: Can unused rides from 20-ride option be rolled over to the following month?

A: Yes, unused rides may be rolled over to the following month. But the TAP card is limited to 8 of the same products (20-ride option is considered a product) including the one currently in use.

Q: May I apply LIFE subsidies to more than one TAP card?

A: No, LIFE subsidies can only be applied to one card per patron. Each family member of a household must have their own TAP card.

Q: Can I load my LIFE subsidy at a TAP vending machine (TVM)?

A: No, LIFE subsidies are not recognized on a TAP vending machine (TVM).

Q: If I have additional questions or am not receiving my discounts, who should I contact?

Q: If I have reduced fare TAP card (Senior/Disabled, College/Vocational and Student K-12), am I also eligible to receive LIFE subsidies?

A: Yes, you must enroll in LIFE using your permanent Reduced Fare TAP card to receive the discount.
