Overview

Metro is extending light rail service from the existing Redondo Beach (Marine) Station to the Torrance Transit Center, adding 4.5 miles of new track and two new stations. The Project is anticipated to generate approximately 4.9 million annual trips and attract 1.7 million new riders. This extension will operate as the southern continuation of the K Line from Redondo Beach and is now referred to as the K Line Extension to Torrance. 

On January 22, 2026, the Metro Board of Directors certified the Final Environmental Impact Report (EIR) and approved the K Line Extension to Torrance Project, marking a major milestone in advancing light rail service to the South Bay. As part of this action, the Metro Board approved the Hawthorne Option as the final route. 

The Hawthorne Option would extend light rail into the South Bay along portions of the I-405 Freeway, down the center of Hawthorne Boulevard, and along portions of the Metro-owned Right-of-Way. This alignment provides direct access to major destinations, including the South Bay Galleria, improves connections to existing transit services and the Torrance Transit Center, and supports long-term mobility in the region. The Project will provide fast service to major connections in the north including Los Angeles International Airport (LAX), Inglewood, and the Metro C and E Lines. 

Board approval follows extensive technical analysis, public review, and community input, including prior consideration by the Metro Board’s Planning and Programming Committee. 

Status

The Final EIR has been certified, completing the project’s environmental review process under the California Environmental Quality Act (CEQA). With project approval now in place, Metro will advance the K Line Extension to Torrance into the next phase of planning and design. 

Upcoming activities include: 

    • Advancing engineering and design plans 
    • Coordinating with corridor cities and partner agencies, including Caltrans, BNSF and other third parties, on design review and future permit approvals 
    • Advancing First/Last Mile Planning to improve station access and connectivity 
    • Pursuing additional funding opportunities to support future construction 
    • Exploring phasing and early work construction activities to help manage project costs, minimize risks and deliver project benefits

2026 Metro Board Report and Motion

What is the K Line Extension to Torrance?

The K Line Extension to Torrance will extend light rail approximately 4.5 miles from the existing Redondo Beach (Marine) Station to the Mary K. Giordano Transit Center in Torrance. The Project includes two new stations and will provide a fast, frequent, and reliable transit option for the South Bay, improving regional mobility, expanding access to jobs and destinations, and connecting riders to the broader Metro rail network. 

What is the name of the Metro line?

This Project extends the K Line further into the South Bay, with a station at the South Bay Galleria and a new terminus adjacent to the Torrance Transit Center. Following Metro’s 2024 service changes, the K Line operates between the E Line and Redondo Beach (Marine) Station, while the C Line operates between Norwalk and LAX. 

What is the Project route?

The Metro Board selected the Hawthorne Option as the approved alignment in January 2026. The route extends south from Redondo Beach (Marine) Station, follows I-405, travels in the center median of Hawthorne Boulevard, and rejoins the Metro/BNSF shared right-of-way south of 190th Street. The fully grade-separated alignment includes stations near the South Bay Galleria and the Torrance Transit Center. 

How did the Metro Board decide on the Hawthorne Option as the final Project alignment?

The Metro Board’s decision was informed by technical analysis, environmental review under CEQA, stakeholder coordination, public comments, and community input. The Hawthorne Option was selected because of its strong ridership potential, access to the South Bay Galleria and Hawthorne Boulevard commercial corridor, and responsiveness to community feedback. 

What stage is the Project in?

The Project completed environmental review under CEQA when the Metro Board certified the Final EIR and approved the Project on January 22, 2026. Metro is now advancing preliminary engineering and design, conducting field investigations, coordinating with partner agencies and corridor cities, advancing First/Last Mile planning, pursuing funding opportunities, and evaluating project delivery strategies. 

By locating stations within an established commercial corridor, the Hawthorne Option places transit within walking distance of existing jobs, retail, and the South Bay Galleria redevelopment, which includes plans for 650 new housing units. 

What are the next steps for the Project?

Metro will continue public outreach, conduct field investigations, advance engineering and design, coordinate with cities and partner agencies, support First/Last Mile planning, pursue funding opportunities, and prepare a construction delivery approach. Following completion of 30% design, Metro will return to the Metro Board to consider project delivery methods and construction timing. 

What type of field work will occur during Preliminary Engineering?

Metro will conduct field investigations to gather information about existing conditions and support design, permitting, utility coordination, and risk reduction. Activities may include land surveying, utility investigations, soil sampling, potholing, traffic assessments, and other site evaluations. Most work will be temporary and localized, with advance notification provided when appropriate.
