LA Aerial Rapid Transit Technologies LLC, the Project Sponsor, has proposed the Los Angeles Aerial Rapid Transit Project. This privately funded and sponsored Project is not a Metro project and no Metro funds have been asked for or committed to the proposed Project. Rather, in accordance with the California Environmental Quality Act (CEQA), Metro served as the lead agency preparing an Environmental Impact Report (EIR) to evaluate the potential environmental impacts resulting from the proposed Project.

Overview

LA Aerial Rapid Transit Technologies LLC, the Project Sponsor, has proposed the Los Angeles Aerial Rapid Transit Project. This privately funded and sponsored Project is not a Metro project and no Metro funds have been asked for or committed to the proposed Project. Rather, in accordance with the California Environmental Quality Act (CEQA), Metro served as the lead agency preparing an Environmental Impact Report (EIR) to evaluate the potential environmental impacts resulting from the proposed Project.
 
The proposed Project would connect Los Angeles Union Station to the Dodger Stadium property via an aerial gondola system. The proposed Project would also include an intermediate station at the southernmost entrance of the Los Angeles State Historic Park. The proposed Project would provide an aerial rapid transit option for visitors to Dodger Stadium, while also providing access between the Dodger Stadium property, the surrounding communities, including Chinatown, Mission Junction, Elysian Park and Solano Canyon, and the Los Angeles State Historic Park, to the regional transit system accessible at Union Station.
 
When completed, the proposed Project would have a maximum capacity of approximately 5,000 people per hour per direction, and the travel time between Union Station and Dodger Stadium would be approximately seven minutes. The proposed Project would provide pedestrian improvements, including hardscape and landscape improvements, as well as amenities at the Los Angeles State Historic Park. The Project would provide safe, zero emission, environmentally friendly and high-capacity transit connectivity in the project area that would reduce greenhouse gas emissions as a result of reduced vehicular congestion in and around Dodger Stadium and on neighborhood streets, arterial roadways and freeways. The proposed Project would operate daily to serve existing residents, workers, park users and visitors to Los Angeles.
 
In 2022, Metro released the Draft EIR for public review and comment. In February 2024, the Metro Board of Directors certified the Final Environmental Impact Report (Final EIR) and approved the Project with conditions. The Draft EIR (2022), Final EIR (2024), and EIR Errata (2024) comprise the LA ART EIR.
 
The LA ART EIR was subsequently challenged in two separate lawsuits by the Los Angeles Park Alliance (LAPA) and The California Endowment (TCE), resulting in an opinion from the Court of Appeal (the Court Opinion).
 
The Court of Appeal directed Metro to prepare a Supplemental EIR (SEIR) to address temporary construction noise mitigation issues.
 
In response to the Court Opinion, Metro prepared a Draft Supplemental EIR that provides additional analysis and evidence regarding the feasibility of retrofitting existing buildings as mitigation for temporary construction noise impacts and provides additional discussion regarding and revisions to Mitigation Measure NOI-A for temporary construction noise impacts.

Draft Supplemental Environmental Impact Report Released
The Draft SEIR is being made available for public review for a 45-day comment period, commencing on September 29, 2025, and concluding on November 13, 2025. All comments concerning the Draft SEIR must be received no later than 5:00 p.m. on Thursday, November 13, 2025.
 
Hard copies of the Draft EIR, Final EIR, Errata, and Draft SEIR (and electronic copies of the supporting appendices and technical documents) will be available for public review at the following repositories: Central Library, 630 W. 5th Street, Los Angeles, CA 90071; Chinatown Branch Library, 639 N Hill St, Los Angeles, CA 90012; Cypress Park Branch Library, 1150 Cypress Ave, Los Angeles, CA 90065; Metro Headquarters, Dorothy Peyton Gray Library, One Gateway Plaza, Los Angeles, CA 90012. Please check hours of operation at the repositories listed prior to visiting.
