Metro has prepared a Draft Environmental Impact Report (EIR) to describe the Proposed Project and Options under study and evaluate the potential environmental impacts per California Environmental Quality Act (CEQA). It was prepared in accordance with Sections 15120 through 15132 of CEQA guidelines. During the review period, the public will have an opportunity to comment on the Draft EIR and attend virtual and in-person public hearings.
The Draft EIR evaluates three alignments: Metro ROW Elevated/At-Grade Alignment (Proposed Project), Trench Option, and Hawthorne Option.
The term Proposed Project does not convey any preference or recommendation as to the three alignments under study. Metro staff will prepare a recommendation on its preferred alignment in Spring 2023 based on findings from the Draft EIR, public comments made during the comment period, technical analysis, stakeholder input, and other factors such as cost, ridership, and project objectives.
Metro invites you to attend virtual and in-person public hearings to learn more about the project and provide your comments on the Draft EIR. Metro will solicit comments by mail, email, phone, and at public hearings during the public comment period from January 26 through March 27, 2023. More information on the meetings can be found in the Meetings section below.
The purpose of the Draft EIR is to disclose project impacts on the environment and will address the following topics:
- Air Quality
- Biological Resources
- Cultural Resources
- Greenhouse Gas Emissions
- Hazards and Hazardous Materials
- Hydrology/Water Quality
- Land Use/Planning
- Noise and Vibration
- Public Services/Recreation
- Tribal Cultural Resources
