Pre-Proposal Meeting - July 24, 2013
A pre-proposal meeting was held on July 24, 2013 to discuss the proposal requirements for this project. At the meeting, information was provided about the entire project and all four of the pre-qualified teams were present. Information from the meeting includes:
Request for Proposals (RFP) Released
The Request for Proposals (RFP) is available as of June 10, 2013 to perform the final design and construction of the Westside Subway Extension (Purple Line Extension) Project, Section 1 – Design/Build. The Project is for construction of a heavy rail transit subway extension of the existing Purple Line from its current terminus at Wilshire/Western Station to a new Wilshire/La Cienega station. The extension will be approximately 3.9 miles and will include a total of three (3) new stations: Wilshire/La Brea, Wilshire/Fairfax, and Wilshire/La Cienega. The Section 1 alignment travels westerly beneath Wilshire Boulevard to the Wilshire/La Cienega Station. Work under this contract will include, but is not limited to, furnishing all management, coordination, professional services, labor, equipment, materials and other services to perform the final design and construction of Tunnels, Stations, Trackwork, and Systems. The release of the RFP is the second phase of a two-step process to select a design-build Contractor for the Project. The first step sought Statement of Qualifications (SOQs) that Metro received in response to its Request for Qualifications (RFQ) dated December 7, 2012. The teams qualified as a result of the first step are:
- Impregilo S.p.A., Samsung E & C America, Inc., and Salini USA, Inc. (Westside Transit Partners)
- Shimmick Construction Company, Inc.; Obayashi Corporation; and FCC Construccion, S.A. (Shimmick / Obayashi / FCC, a Joint Venture)
- Skanska USA Civil West California District Inc., Traylor Bros., Inc., and J.F. Shea Construction, Inc. (Skanska, Traylor and Shea, a joint Venture)
- Dragados USA, Inc. (DUSA), Southland Contracting, Inc., and Astaldi Construction Corporation (Dragados / Southland / Astaldi (DSA) a Joint Venture)
Metro will award a Firm Fixed Price contract to the responsive and responsible Proposer offering a Proposal that is determined to provide Metro with the Best Value, based on the evaluation factors set forth in the RFP. The issuance of the RFP continues the procurement black-out period which is expected to last through July 2014. The RFP package due to its size, is not available for review or download from LACMTA’s Website. A complete set of the RFP package is only available in DVD/CD. Each DVD/CD package can be purchased for a price of $25.00 when picked up from the 9th floor of Metro Gateway Plaza Building located at One Gateway Plaza, Los Angeles, CA 90012 or $50.00 if DVD/CD is to be mailed. Requests must be accompanied by payment to LACMTA in the form of a money order, a company check, a cashier’s check, or a certified check (personal checks are not an acceptable form of payment); Monday through Friday (except holidays) between the hours of 9:00 a.m. and 4:00 p.m. at the Metro Gateway Plaza building at the address above.

Metro is requesting Statements of Qualifications from Respondents (RFQ) for the Westside Subway Extension of the Metro Purple Line Project Section 1 Contract for design-build delivery. Industry Constructability Review
Prior to the release of the RFQ, Metro invited industry and potential prime contractors to review and discuss specific technical comments on the Westside Subway Extension of the Metro Purple Line. A meeting was held on October 10th and comments were due by October 30, 2012.
