Carbon Credits

Metro generates carbon credits through the use of low carbon transportation fuels such as electricity and renewable natural gas. Metro conducts periodic solicitations for the sale of these carbon credits including Low Carbon Fuel Standard (LCFS) credits and Renewable Identification Numbers (RINs). More information on LCFS and RINs can be found on the California Air Resources Board (“CARB”) LCFS website and Environmental Protection Agency (“EPA”) Renewable Fuel Standard Program website .

As a requirement to participate in a solicitation for the sale of carbon credits, offerors must have an executed Leadership for Energy Automated Processing (LEAP) Master Agreement with Metro. Metro has prepared distinct LEAP Master Agreements for both the LCFS credits and RINs.

A signed agreement may be submitted to Metro at any time in advance of solicitations or at the time of submitting an offer, however Metro recommends that Offerors submit signed Agreements in advance of solicitations. Upon execution of a signed Agreement, Metro will issue an agreement number.
