Environmental Overview

An Environmental Impact Report (EIR) and an Environmental Impact Statement (EIS) are being prepared pursuant to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) to comply with state and federal environmental requirements, respectively. The Link US Draft Environmental Impact Report (EIR) was available for public review from January 17 to March 4, 2019. The Link US project team has been coordinating with key stakeholders and agencies to respond to comments. An electronic copy of the Final EIR and appendices will be available for public viewing starting as early as summer 2019.

Draft EIR

1. Proposed Project

  • Up to 10 run-through tracks over US-101 and a new loop-track
  • High-Speed Rail trains would operate on two shared lead tracks with Regional/Intercity trains
  • One new additional lead track in the “Throat” area (six lead tracks total)
  • Above-grade passenger concourse with new expanded passageway

2. Build Alternative

  • Up to 10 run-through tracks over US-101
  • High-Speed Rail trains would operate on separate (dedicated) lead tracks
  • Two new additional lead tracks in the “Throat” area (seven lead tracks total)
  • At-grade passenger concourse

3. No Project/No Build Alternative

  • Assumes LAUS and the existing stub-end tracks remain as-is.

Final EIR

Based on comments received on the Draft EIR and the outcome of considerable coordination with project funding partners and rail operators, the Final EIR includes the following modifications to the Draft EIR project:

  • Removal of Above-Grade Passenger Concourse
  • Removal of Loop Track
  • Removal of Construction Access Road
  • Removal of Construction Staging Areas
  • Removal of Property Takes

Link US Project Development Overview

We are currently preparing environmental studies and conceptual engineering for the project. Completion of the design will take place once the project is environmentally cleared to proceed into the final design stage. Ongoing public engagement will occur within each phase.
