Environmental Review

A joint Environmental Impact Statement/Environmental Impact Report (EIS/EIR) is being prepared pursuant to the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA) to comply with federal and state environmental requirements, respectively.

There are two Build Alternatives and a No-Build Alternative being analyzed in the environmental document.

1. Build Alternative 1 – Shared Tracks

  • Up to 10 run-through tracks over US-101
  • High-Speed Rail would share 2 lead tracks with Regional Rail
  • 1 new additional lead track in the Throat area (6 lead tracks total)

2. Build Alternative 2 – Dedicated Tracks

  • Up to 10 run-through tracks over US-101
  • High Speed Rail would use separate lead tracks built specifically for HSR
  • 2 new additional lead tracks in the Throat area (7 lead tracks total)

3. No-Build Alternative:

  • Assumes LAUS and the existing stub-end tracks remain as-is

The proposed project also includes two design options for the new expanded passenger concourse:

  • Design Option A: At-Grade Passenger Concourse
  • Design Option B: Above-Grade Passenger Concourse

Link US Project Development Overview

The Link US project is in the early planning stages. We are currently preparing environmental studies and conceptual engineering for the project. Completion of the design will take place once the project is environmentally cleared to proceed into the final design stage. Ongoing public engagement will occur within each phase.

Environmental Schedule

The EIS/EIR and associated technical studies are currently under agency review. The Link US Project team has been busy meeting with key agencies and stakeholders to provide updates on the status of the Link US project and discuss the alternatives under consideration.

After agency review, the public will have the opportunity to review the Draft EIS/EIR and provide comments/input that will be incorporated into the Final EIS/EIR. We are currently preparing for public release of the Draft EIS/EIR as early as Fall 2018 / Winter 2019.

Ahead of the public release of the Draft EIS/EIR, the Link US Project team will send email updates with information on how to comment and participate during the public review period.
