Metro is partnering with Walter J. Company to build more affordable and market-rate housing at the Westlake/MacArthur Park Station on the B Line (Red) and D Line (Purple). This joint development project at Alvarado Street and Westlake Avenue would include 434 market-rate apartments, 234 income-restricted apartments, 300 hotel rooms, retail amenities and open space. The proposal includes redevelopment of the existing Metro plaza in conjunction with the construction of two high-rise buildings on two adjacent lots owned by the developer.
The plaza improvements would enhance connectivity and transit access throughout the block.
The Metro Property is currently used for Metro parking and a plaza for the Westlake/MacArthur Park Metro Station. The Developer’s properties surround the Metro station and are currently developed with a medical office and retail shops. The total area of the Project site is approximately 149,020 square feet and the existing, above-grade uses would be removed as part of the Project, although the Metro Station would remain and continue to operate in its current capacity as a major transit stop.
The existing Westlake-MacArthur Park Metro Station serves two Metro rail lines (B Line (Red) and D Line (Purple)) and numerous Metro, LADOT and DASH bus stops. The Project would connect the environment that surrounds the existing Metro Station into a vibrant urban center that incorporates community, office, hospitality and retail space along with affordable and market-rate residential units. Central to the Project is an enhanced Metro Plaza with landscaping, seating areas, mid-block crossings, pedestrian walkways, as well as 360-degree connections to the neighborhood. New retail buildings would frame the north and south sides of the plaza and at the center is the proposed “jewel-box pavilion”, which would house the international food court as well as community serving uses. The position of the jewel box creates an inviting pedestrian connection from Alvarado Street to Westlake Avenue. The jewel-box pavilion is flanked on either side by two mixed-use towers.
Tower 1 would include hotel and residential uses, while Tower 2 would include residential and office uses. In total, the Project would include up to 668 residential units, 300 hotel rooms, 131,585 square feet of office uses and 56,136 square feet of retail uses. Of the Project’s 668 residential units, 234 units would be provided as affordable units with a mix of units for Extremely Low-, Very Low-, Low-Income and workforce housing. A portion of the affordable units would be set aside for income eligible seniors. Up to 968 parking spaces would be provided in six subterranean and four above grade levels. Finally, the Project would also include approximately 74,135 square feet of open space amenities.
In Spring of 2021, Metro entered into an Exclusive Negotiation Agreement and Planning Document (ENA) with Walter J. Company for development of this project.
