I-405 Sepulveda Pass ExpressLanes Project

Metro is working in coordination with the California Department of Transportation (Caltrans) to evaluate alternatives to convert the existing high-occupancy toll (HOV) lanes to dynamically-priced, high-occupancy toll (HOT) lanes, called ExpressLanes, in both directions of I-405 between I-10 and US-101.


The project purpose is to reduce congestion and improve the overall movement of people and goods on I-405 by:

  • Improving traffic flow and enhancing freeway capacity and travel times
  • Providing additional, sustainable mobility options
  • Delivering resources to facilitate future transportation improvements, including multi-modal options, within the project corridor
  • Providing consistency and increasing continuity of the ExpressLanes network


The project has begun the environmental scoping period. View the Notice of Preparation (NOP) / Notice of Intent (NOI)

The environmental review phase will encompass two components: the Project Report and the Environmental Document. Metro is developing Draft Environmental Impact Report (EIR) and a Draft Environmental Impact Statement (EIS) for this project.

A Project Report, Concept of Operations and a Traffic & Revenue Study are also being prepared.

This project is targeted for completion in advance of the 2028 Los Angeles Olympic and Paralympic Games.
