The HOV Performance Program Evaluation Plan

One of the most critical steps in the HOV Performance Program is the development of a comprehensive Evaluation Plan for assessing HOV system performance and to provide procedural guidance for data collection, data management, and monitoring and evaluation activities.

To help facilitate the development of the Evaluation Plan, an Evaluation Plan Workshop was held on July 12, 2000, bringing together industry professionals and project team members for a daylong brainstorming session. Members of the HOV Performance Program Peer Review Panel, as well as representatives of Metro, SCAG, Caltrans, CHP and the project team attended the workshop, led by Katie Turnbull of the Texas Transportation Institute.

The following section summarizes the Evaluation Plan that resulted from this workshop session.

Evaluation Plan Summary

Purpose: The Evaluation Plan provides a comprehensive approach for evaluating the performance of the freeway HOV system in Los Angeles County. The plan serves as a guide for assessing existing and future HOV facilities. It presents the objectives of the Los Angeles freeway HOV system, the measures of effectiveness associated with these objectives, and provides guidance on data collection, data management, monitoring and evaluation procedures.

Use: The Evaluation Plan, and the results of the initial and ongoing evaluations on the HOV system in Los Angeles County, serves multiple purposes and audiences. The results provide an official database for use by all interested groups. Accurate information on the performance of HOV facilities in Los Angeles County is of benefit and use to technical staff, management personnel, elected officials and the general public.

Elements: Developing a comprehensive, well-designed evaluation program involves a number of steps. The following are the major elements of the plan, and will be refined based on the results of other tasks as the project proceeds.

Objectives of HOV Facilities in Los Angeles County

The first step in developing an evaluation plan is to clearly define what objectives the freeway HOV facilities in Los Angeles County are intended to meet. The remainder of the evaluation plan is designed to obtain and evaluate the data needed to determine if these objectives are being met. The five objectives identified reflect the goals and policies of the responsible agencies.

The development of these objectives was guided by the mission and goals of Metro, and coordinated with those of other agencies responsible for the transportation system in the County.

The following plans and policies aided in the development of these objectives:

  • Metro Vision for Year 2020
  • Metro Mission Statement
  • Metro Long-Range Transportation Plan (LRTP) Policy Direction
  • Metro 1995 HOV Integration Plan
  • California Department of Transportation (Caltrans) HOV lane design objectives
  • Southern California Association of Governments (SCAG) Mission Statement
  • SCAG 1996 State of the Commute Report

Measures of Effectiveness

Specific Measures of Effectiveness (MOE) have been established for each objective. The MOE focus on the key elements of the objectives to ensure that the data needed in the evaluation process is identified and obtained. Based on the local and national experience that use of HOV facilities grows over the first few years, performance criteria for new HOV facilities (those in operation less than 3 years) and mature HOV facilities (those in operation for 3 or more years) are suggested.

The preliminary criteria will be reviewed based on the results of the initial evaluation and changes will be made as needed to more accurately reflect the experience with different types, orientations and ages of freeway HOV facilities in Los Angeles County.

Data Collection Methods and Analysis Techniques

The data needed to evaluate the MOE is currently being collected, while in other cases new data collection efforts or surveys are being conducted as part of other tasks. The development of the Data Management Program (DMP) and the detailed assessments to be conducted under other tasks are key to providing the information needed in the evaluation plan.

Based on the results of the initial assessment and other tasks, the final plan will include recommendations for ongoing data collection activities including schedules and procedures.

Objectives: By the conclusion of the Evaluation Plan Workshop, the group had agreed that the following list represented the objectives of the HOV system in Los Angeles County. This list of objectives represents the core of the Evaluation Plan. Suitable MOE will be determined to measure the accomplishment of each objective, and data collection activities will be structured to support the evaluation of the HOV system using the defined MOE.

Objectives of the HOV System in Los Angeles County

  • Manage Travel Demand by Increasing the Person Movement Capacity in Congested Freeway Corridors.
  • Encourage Carpooling, Vanpooling and Bus Use by Providing Travel and Mobility Options.
  • Provide Travel Time Savings and Trip Reliability to HOV Lane Users.
  • Provide Air Quality Benefits.
  • Promote a Cost-Effective Transportation System.

Next Steps

Once the preliminary Evaluation Plan report has been finalized, data collection and analysis activities will be initiated. The Evaluation Plan is designed to be flexible and will be adjusted appropriately as data collection and analysis activities progress, and changing needs are identified. Data Collection and Analysis activities are scheduled to proceed throughout the balance of this project, culminating in October 2001 with the presentation of a final report that will outline the findings of the HOV Performance Program.
