First Last Mile Strategic Plan & Planning Guidelines
This plan identifies how Metro and its partners can improve access and connections to public transit. The goal is to better coordinate infrastructure investments in station areas to extend the reach of transit, and ultimately increase ridership.
Countywide Planning Policy
Metro's Countywide Planning Policy is a tool for better defining the agency's long-term, desired sustainability outcomes in order to facilitate greater coordination and collaboration across transportation modes, planning disciplines and government agencies.
|Connect People and Places|
|Access. Better integrate land-use and transportation planning to reduce trip lengths and increase travel choices.|
|Prosperity. Reduce transportation costs for residents and provide the mobility necessary to increase economic competitiveness|
|Green Modes. Promote clean mobility options to reduce criteria pollutants, greenhouse gas emissions, and dependence on foreign oil.|
|Create Community Value|
|Healthy Neighborhoods. Improve public health through trafﬁc safety, reduced exposure to pollutants, and design and infrastructure for active transportation.|
|Community Development. Design and build transportation facilities that promote inﬁll development, build community identity, and support social and economic activity.|
|Urban Greening. Enhance and restore natural systems to mitigate the impacts of transportation projects on communities and wildlife, and ecosystems.|
Build upon the unique strengths of Los Angeles County’s communities through strategies that match local and regional context and support investment in existing
|System Productivity. Increase the efﬁciency and ensure the long-term viability of the multimodal transportation system.|
|Environmental Stewardship. Plan and support transportation improvements that minimize material and resource use through conservation, re-use, re-cycling, and re-purposing.|

Complete Streets describe a comprehensive, integrated transportation network with infrastructure and design that allow safe and convenient travel along and across streets for all users, including pedestrians, public transit riders and bicyclists.
Streets that are built for all users have multiple benefits, including increased safety, improved air quality, improved public health and increased travel choices. Over 700 jurisdictions throughout the United States have adopted Complete Streets policies.

SCAG Joint Work Program
The Joint Work Program is a set of collaborative initiatives to implement SCAG's Regional Transportation Plan/Sustainable Communities Strategies and to advance overall sustainability. The program builds upon an ongoing partnership between SCAG and Metro, and will support the region in meeting established greenhouse gas emission reduction targets.
