Metro is designing and building a new Emergency Security Operations Center (ESOC) on Metro-owned property in the Arts District. ESOC will be a secured facility for authorized personnel only and not open to the general public. The project is comprised of two phases. Once constructed as part of the first phase, the facility will house the Emergency Operations Center (EOC) and Security Operations Center as a central location for Metro security operations, radio dispatch, and emergency coordination. Metro is planning to integrate Rail and Bus Operations Centers into this facility as part of a future phase 2 to have a consolidated operations center for more effective management of Metro’s expanding transportation network systems.
The project was analyzed for any potential environmental impacts according to CEQA requirements. The Initial Study (IS) findings resulted in a Mitigated Negative Declaration (MND) on December 16, 2015, completing the environmental clearance process.
The new ESOC facility will be approximately four stories tall and approximately 80,000 square feet in size with up to 94 employee parking spaces. It is anticipated to be a Leadership in Environmental and Energy Design (LEED)-Gold building, incorporating sustainable design features, where appropriate, to minimize non-renewable energy consumption, reduce waste, and conserve water. The building will be designed to complement the character and identity of the Arts District, as well as anticipate the future bicycle infrastructure and street beautification additions included as part of Metro’s Eastside Access Improvements project. Community outreach has been conducted during the design process to obtain input from the community. A site-specific artwork will be integrated into the project and temporary artwork will be installed on the site fencing during construction.
