Capital Projects

Situated in downtown Los Angeles and adjacent to Union Station, the Patsaouras Plaza Busway Station project will be a new transit busway station for the Metro Silver Line and other transit buses operating on the El Monte Busway. The design will place the busway south of Patsaouras Transit Plaza, in the median of the El Monte Busway next to US-101. The new busway station will allow buses travelling in both directions to serve Union Station with a minimum delay for passengers traveling to other destinations.

Project Highlights

  • A new pedestrian bridge will allow passengers to walk directly from the Patsaouras Transit Plaza to the new busway station.
  • New lighting and closed circuit TV systems (CCTV) provide commuters with a safer passage through the Union-Patsaouras Plaza.
  • New bus, light rail, and heavy rail connections (including connections to Metro, Metrolink, and Amtrak) will be added to this transportation hub to increase availability and access that will promote stress free, safe, and convenient commuting.

Division 20 Portal Widening & Turnback Facility

Metro accepted public comments on the environmental document for the Division 20 Portal Widening & Turnback Facility Project – Draft Initial Study/Mitigated Negative Declaration (IS/MND) – from December 19, 2016, through February 13, 2017. The Final IS/MND is available for public review at the Metro Transportation Library at One Gateway Plaza, 15 th Floor, Los Angeles, CA 90012, and online here at www.metro.net/capitalprojects under “Reports and Info”.

In addition, the Metro Board approved the proposed project, Final IS/MND and mitigation measures at their Board of Directors meeting on Thursday, March 23, 2017.

Project Summary

In order to accommodate increased service levels on the Metro Red/Purple Lines, Metro is planning critical facility improvements including a widening of the heavy rail tunnel south of the US-101 freeway (Portal Widening) and a new turnback facility (Turnback Facility) in the Division 20 rail yard. With these improvements, new tracks and switches will allow trains to turn around more quickly at Union Station.

Presently, the Metro Red and Purple Lines carry over 140,000 passengers each day and ridership is expected to grow by 49,000 when the Metro Purple Line is extended to the VA West Los Angeles Medical Center (as described in the Final Environmental Impact Statement for the Metro Purple Line Extension). Many Red/Purple Line trains switch tracks before entering Union Station, which is the reason that some trains operate more slowly coming in and out of the station. This project will allow switching to take place after riders get on or off trains. It will also help to ensure safety and reliability on the system, a sufficient capacity to serve future passengers and a more effective operation of Metro’s expanding subway network.

Construction Safety Tips

Throughout the construction process, Metro places the highest priority on the safety of our workers and the community.  During Metro's efforts to maintain its assets in good working order, we believe in taking a proactive approach to promote safe behavior near construction sites and increase safety awareness for all commuters, patrons and stakeholders in the construction zone areas.

Construction zones can be very dangerous, so remember to always stay safe when you’re around them. Here are ten simple safety rules to help you stay safe:

  • Avoid going near a construction zone whenever possible. Heavy machinery and debris can be hazardous.
  • Do not walk, run, ride or play in a construction area or around construction equipment, dirt piles and work areas.
  • Always walk on the sidewalk or designated walkway. Watch for sidewalk closure signs and remain alert to posted notices of temporary walkways.
  • To avoid distraction, do not use cell phones, headphones, video games or other hand held devices in construction zones. Staying alert to your surroundings reduces the likelihood of an incident.
  • Stop, look and listen for construction vehicles like bulldozers and dump trucks, as dust can impede your vision, and always be prepared for sudden stops and wide turns.
  • See and be seen. Cross only at intersections and make eye contact with drivers and construction vehicles.
  • Slow down and follow signs that tell you where to walk, skateboard or bicycle.
  • Be aware of your surroundings and falling objects in construction zones, even if they are not directly overhead. Wind can blow them in your direction.
  • Respect the construction, signage and any instructions by those working on the project.
  • Obey all posted reduced speed limits in the area.
  • Stay outside orange cones, construction fences and chain link fences.

11/01/2016 PERSHING SQUARE STATION, 5th ST ENTRANCE ESCALATOR UNIT REPLACEMENT AND TESTING
Area: Metro Red Line Pershing Square Station, 5th St. entrance (5th & Hill Street)

Replacement of the project’s first escalator will be completed and opened to public at the Pershing Square 5th St. entrance on Tuesday, November 1. The newly constructed escalator unit requires a period of testing and will be operated intermittently in both the up and down direction for a period of one week. During this one week period, the existing “up” escalator will remain operational. Upon completion of testing, the new escalator will be placed in service in the “up” direction and the 2nd escalator will be closed for a period of 4 months for replacement.

04/01/2016 Metro Red Line Pershing Square Escalator Replacement Project
Area: Pershing Square Station

One escalator and a portion of the stairs at the 5th Street entrance will be closed June, 2016 through February, 2017.

The partial entrance closures will occur in two phases:

Phase 1:
The “down” escalator and one half of the stairs will close June, 2016 and reopen October, 2016.

Phase 2:
The “up” escalator and the other half of the stairs will close October, 2016 and reopen February, 2017.
