1. Call To Order

Chair Ellen Blackman called the meeting to order at10:30 a.m., followed by self-introductions.

2. Action: Approval of November 12, 2015 minutes

Daniel Garcia motioned for the approval of the minutes followed by Kevin Dixon, who seconded the motion.

3. Presentation of Metro Service Excellence Award.

Excellence award not presented. Operator will be presented in the February meeting.

4. Information: Proposed Wheelchair Securement Policy

AAC members requested that the presentation be postponed for the next meeting due to not enough Members present who use mobility devices.

5. Information: Safety at Metro Rail Stations

Sheriff De Bondt, Senior Team Leader Deputy, shared information on being safe in the community and when riding public transportation. He emphasized, “see something, say something” and urged everyone to report any suspicious activity including doing so anonymously if preferred. Sheriff De Bondt spoke about the free app called “LA Metro Transit Watch”. The app is a tool for reporting an incident using a smartphone device.

Frank Chavez commented on safety concerns regarding El Monte Station.

Daniel Garcia asked about the highest criminal activity areas and the policy for responding to a crime incident. Sheriff De Bondt shared that Metro’s highest area of concern is on the Green Line and Blue Line. However, he mentioned that LA Metro is relatively one of the safest transit agency. Sheriff De Bondt, explained that their job is to enforce the law and once an arrest has been made it is transferred to the judicial system.

John Mavis mentioned that when a visually impaired individual is at an incident location, efforts must be made to inform them of the situation going on. He also commented that he has encountered situations where he is in the middle of a street crossing when he has heard a siren causing him to not know where to go. The siren is not always heard for long periods at a time, which become confusing for a visually impaired traveler.

6. Information: Quarterly Wheelchair Accessibility Report FY 2016 – Quarter 1 / Metro Accessibility Update

Darlene Williams, Metro’s Accessibility Analyst, presented a summary on the FY2015/2016 1st Quarter Wheelchair Accessibility Report. Ms. Williams described the changes in the format of the report. Details of the full report can be found at .

Yvonne Price, Metro’s Accessibility Administrator, demonstrated how to access the Accessibility videos that are found on Metro’s website at She demonstrated the video on “A Customer’s View” and a vignette in English and Spanish about the “Wheelchair Securement Strapping and Marking Program”. Ms. Price invited everyone to attend the Abilities Expo at the LA Convention Center on Friday, February 5, 2016 for the premier public showing of Metro’s Accessibility videos.

Joanna Lemus, Metro’s Accessibility Administrator, shared department updates on outreach events which include the Bus Practice Event at VA of Long Beach on December 10, 2016 and the Rancho Los Amigos Bus Practice event on January 21, 2016. Ms. Lemus discussed the plans to include more information on Metro’s Excellence Awards recipients online as had been recommended in the previous AAC meeting.

Paula Guevara, Administrative Analyst, shared information on the Metro booth for the Abilities Expo event on February 5-7, 2016.

7. New Business: Raised Subsequent to the Posting of the Agenda

Ellen Blackman, Chair, welcomed the new AAC members.

Mark Panitz shared that he has been on the Committee for 15 years.
