Proposal Package
The proposal package consists of four parts. A checklist is provided to assist proposers in making sure that are elements of their proposal package are included in their submittals to Metro. The checklist is for reference only and must not be submitted with the proposal package.
Part I of the proposal package is General Information. It is limited to three pages of information about the proposer and the project(s) for which funding is being requested, including a map of the proposed service area and a certification to be signed by the person duly authorized to sign and submit the proposal on behalf of the agency.
Part II is the Project Narrative and provides the details of the proposal, such as scope of work and budget justification. Part II includes five sections (A-E). Each section has two questions and/or requirements that are to be evaluated. The maximum score possible for each question and/or requirement is shown. The total possible score for Part II is 100 points and funding recommendations will be based on this score. Part II is limited to eleven pages. However, the last page of Part II shall be replaced with supporting documentation that supports the commitment to provide the required local match by October 1, 2010. The supporting documentation is not limited to one page.
Part III of the proposal package is Budget. It is limited to 2 pages (operating budget and capital budget, respectively). However, a proposal may not necessarily include funding assistance for both capital and operating. Only the budget forms that are applicable to a proposal need to be submitted. The information included in Part III is to be explained in detail in the Budget Justification section of Part II.
Part IV of the proposal package is Letters of Support. A minimum of three letters of support is required. There is no limitation on the number of pages.
