Prior to beginning the Draft Environmental Impact Statement/Environmental Impact Report (Draft EIS/EIR), Metro conducted an Alternatives Analysis Study (AA). The AA evaluated a wide range of alternative modes of travel and alignments for the study area. During the AA, Metro held four rounds of community meetings. The first round of meetings was held in October 2007 and allowed for input to help guide the development of alternatives to address the growing traffic and congestion in the 38 square mile study area.
Metro subsequently hosted update meetings in late January and early February 2008, which presented initial alternatives incorporating the public comments submitted during the early scoping period. Based on additional analysis and public feedback, Metro identified seven alternatives for further study which were presented to the public in May 2008.
The last round of meetings was held in September 2008, and the two alternatives recommended by Metro to move forward into an environmental study were presented. Those alignments include a Wilshire subway and a Wilshire-West Hollywood combined subway.
Approximately 1,200 people attended and participated in these meetings. The AA concluded in January 2009 when it was approved by the Metro Board of Directors who also authorized proceeding into the Draft EIS/EIR. In addition, Metro attended and participated in other meetings and briefings with organizations and stakeholder groups throughout the study area during the AA. Meetings held included:
