Transportation Improvement Program


Overview

The Transportation Improvement Program (TIP) is a federal and state mandated six-year program document that includes information concerning local highway, state highway, and transit projects and services.

The TIP also covers all capacity and non-capacity enhancing transportation projects programmed with federal, state or local funds, as well as all capital and non-capital/operational elements for both highway and transit projects.

Lastly, any regionally significant project, as defined by the Southern California Association of Governments (SCAG), must be included in the TIP even if it is not federally funded.

The TIP is also necessary because it is a planning process mandated by federal and state requirements. In addition, a transportation project is not eligible for federal/state funding, federal/state permits and environmental review (EIR, EIS), unless it is listed in the TIP.

Before federal funds can be approved to listed project sponsors, the TIP must meet air quality conformity and be financially constraint with the Los Angeles County TIP comprising part of the Southern California Association of Governments’ Regional Transportation Improvement Program (RTIP).

Once approved, the TIP will become part of the Federal Statewide Transportation Improvement Program (FSTIP) approved by the U.S. Department of Transportation, as well as a component of the Federal Transportation Improvement Program (FTIP) approved by the Federal Highway Administration and the Federal Transit Administration.



Program Metro

ProgramMetro is an internet hosted TIP database. Metro requires all agencies entering, editing or viewing projects in the TIP to use ProgramMetro.

The database streamlines Los Angeles County’s TIP submittal process, the amendment process, and improves agency access to information. Manual project submittals and amendments are no longer accepted.



Important Deadlines

TIP Adoption

The TIP is a biannual document, updated in even years (2008, 2010, 2012, 2014, etc.). 

ProgramMetro will be open for TIP Adoption project submittals around September every odd year prior to the year of the TIP adoption.  Please input your projects into ProgramMetro.

For example:  2010 TIP – Submissions to the 2010 TIP Adoption are due September 30, 2009. (ProgramMetro will be open for submission to the 2010 TIP on September 1, 2009.)

The 2010 TIP adoption will be approved by the federal agencies around October, 2010.

TIP Amendments

In between TIP Adoptions agencies will have the opportunity to update their projects through the amendment process.  For more information about the amendment process contact us.

Metro will provide agencies with the opportunity to attend transportation programming (transportation finance), TIP and ProgramMetro database workshops on an ongoing basis. For more details please contact us.

Who should attend:
All staff members from; city or county planning departments, public works departments and municipal transit agencies who are involved in the transportation planning/funding process. Accounting/finance departments, grants/management and others involved in funding projects.
