An MBE is defined as a business owned and managed by a 51% majority of one or more minorities. A WBE is defined as a business owned and managed by a 51% majority of one or more women.

Metro will establish a M/WBE Voluntary Anticipated Level of Participation (VALP) on all state and/or locally funded non-negotiated procurements, determined to have subcontracting opportunities. Adherence to this requirement is strictly voluntary.
