California Unified Certification Program (CUCP) LogoAll California based U.S. Department of Transportation (DOT) recipient agencies, including the Metro, participate in the California Unified Certification Program (CUCP). This U.S. DOT approved program provides "one-stop shopping" for eligible businesses seeking DBE certification. Under the CUCP, a firm certified by just one of California's 140-plus U.S. DOT recipient agencies is eligible to participate as a DBE statewide.

The CUCP went into effect January 1, 2002.

The CUCP is organized into two geographic “Clusters.” Each Cluster consists of a small group of U.S. DOT recipient agencies that process DBE certification applications submitted by applicant businesses located within a Cluster. These agencies are known as CUCP "Certifying Members." The Certifying Member processing a certification application for a firm is identified as that firm's "Home Agency."
